Short let against a standard tenancy

A Worcester flat, run two different ways.

Take the 2 bedroom apartment above. On an assured shorthold tenancy it paid its owner £1,900 a month. The figures move with the city, but what changes structurally is the same wherever the property is, and it is more than the number.

Getting it back Section 21 was abolished in May 2026. Recovering possession now needs grounds, notice and possibly a court date. Give notice, we stop taking bookings, you have the keys. There is no tenant in situ.
Using it yourself Not without ending the tenancy. Block the dates and use your own property.
Who pays the bills The tenant pays utilities and council tax. You do. It is the genuine cost of the model, and we would rather put it in a table on the page than mention it once you have signed.

The last row is the one most operators leave out. A short let pays more, and it also carries running costs a tenancy does not. We would rather you heard that from us than worked it out afterwards.

Where we say no

Not every Worcester property should be a short let.

We take a percentage of what your property earns, so a property that underperforms costs us more than it makes. In a 144 listing market that filter bites harder than usual: there is very little room here for a property that is merely acceptable. We will say no if:

The lease carries a short-letting covenant
The freeholder or managing agent objects
It is a long way from the Cathedral, the hospital or the Malvern road
There is nowhere to park, which in Worcester loses you the family bookings
The spec will not stand out against 144 listings in a compact city
The numbers only work across a summer, with nothing to fill November to February

One thing worth clearing up

Airbnb management and serviced accommodation management are the same thing.

That brings weekend and week-long leisure stays from people who want a base rather than a hotel room, and it is the half of Worcester's demand that a good photograph actually sells.

Worcestershire Royal and the university

Worcestershire Royal Hospital and the University of Worcester supply the unglamorous half: locums, agency clinicians, visiting lecturers, examiners and students on placement, booking for weeks in months when nobody is visiting the Cathedral. A property that works for both is what carries a Worcester diary through February.

Cricket, racing and the festival calendar

County cricket at New Road, racing at Pitchcroft and the Three Choirs Festival when it rotates back to Worcester put fixed, published dates in the diary a year ahead. Those weekends are worth several times a normal night, and only to an owner who priced them before the town did.

Malvern and the business park edge

The science and defence cluster around Malvern, and the business parks on the Worcester Six and Warndon side, produce contractor and project demand that looks nothing like tourism. It books midweek, it stays for weeks, and it is the reason a Worcester property should not be run purely as a holiday let.

Being straight about the quiet months

Worcester is not busy all year, and nobody should tell you it is.

Worcester is more seasonal than the cities we manage in and it would be dishonest to flatten that. Leisure demand runs strongly from April to September, peaks around the cricket, the races and the festival weekends, and thins considerably from November to February. What fills those months is the hospital, the university and the contractor demand out towards Malvern, and only if the property and the price are set up for that guest rather than for a summer weekend. A property priced for August in January will sit empty in Worcester faster than in Manchester.

Active supply across Worcester fell 20.4% year on year, the steepest drop in any market we operate in, while occupancy held at 36.7% and nightly rates rose. A fifth of the competition left and the guests did not. Worcester is also the smallest market on this site at 144 listings, which cuts both ways: there is less to compete with, and there is less room for a property that is only average.

The council's additional licensing scheme, running since 2015 and extended in 2025 to 2030, covers smaller houses in multiple occupation with three or more occupiers in two or more households, plus many converted flats. It applies to homes let on a tenancy, not to whole-home short letting to guests.
Article 4 directionIn force across every ward since 1 July 2014, removing the right to convert a dwelling into a small house in multiple occupation without planning permission. Two conservation area directions, York Place from 1986 and Shrubbery Avenue from 2018, restrict minor building work rather than use. None of them relates to short or holiday letting.
PlanningAssessed case by case. The council considers whether regular whole-home letting is a material change of use from a dwelling to visitor accommodation.
Business ratesIf the property is available to let for at least 140 days and actually let for at least 70 in a year, it moves from council tax to business rates, where small business rate relief often takes the bill to nothing. Worth modelling before you assume the council tax figure, and worth knowing that falling short of the threshold leaves you on council tax with no relief.

Supply fell 20.4%. Why would that be?
